    docs: add v322_new.md draft for in-progress v3.22 release

    Initial draft of the v3.22 "What's New" release notes, covering the
    ~940 commits on master since the v3.21e tag (sbbs321e). Markdown
    format with 79-column hand wrapping, mirroring the section layout of
    prior docs/v3xx_new.txt files: General, Servers, per-server,
    SBBSecho, SCFG, Customization, Stock Modules, JavaScript, JSexec, chksmb/fixsmb/smbutil, SFTP Server, MQTT Broker, qtmonitor, and
    sbbsctrl.

    Will be amended throughout the v3.22 dev cycle. The title letter
    ('a') is a placeholder -- actual release will be v3.22b or later.

    v322: record the file-copy permission fix

    Copying a file on a Unix-like system now preserves the source's
    permissions, so a copied executable stays executable. The bug it fixes
    is as old as the copy routine itself and shipped in v3.21 and every
    earlier release, which is worth saying in the notes: a sysop who worked
    around it by chmod'ing after a copy can stop.

    v322: record the name-server detection fixes

    Windows name-server auto-detection now finds IPv6 servers, the Mail
    Server's MX look-up is held to the IPv4 ones it can actually use, and
    dns.js's synchronous resolve methods return their results again.

    docs: the v3.22 notes carry no interim fixes to unreleased doors

    SyncDOOM, SyncDuke and SyncMOO1 have not shipped in a release, so a sysop reading these notes has never run a version of them that behaved differently. Their arrival is the entry worth having; the console-window fix made on the
    way to it is invisible history.

    The door-installer checksum entry stays: it names those doors, but the change is to the installers, which include released ones.
